Sports Wagering in Nebraska

The Nebraska Racing and Gaming Commission regulates sports wagering conducted by authorized gaming operators at licensed racetrack enclosures in Nebraska.

Sports wagers must be placed in person at an approved sportsbook window or wagering kiosk located within the designated sports-wagering area of a licensed racetrack enclosure. Individuals must be 21 years of age or older to enter a designated sports-wagering area or place a sports wager. 

Online and mobile sports wagering are not currently authorized in Nebraska.

 

Authorized Sports Wagering Menu

The Authorized Sports Wagering Menu identifies the sports, governing bodies, leagues, events, and wagering markets currently approved by the Commission.

Authorized gaming operators and sports wagering services providers may offer only those wagers permitted by Nebraska law, Commission regulations, Commission approval, approved internal controls, and the current menu.

The inclusion of a sport, league, or event does not authorize every possible wager involving that event. All applicable restrictions remain in effect, including restrictions stated in the menu or separately imposed by the Commission.

Rejected, Unapproved, or Restricted Requests

This document records Commission action on requests previously presented for review. It is not intended to identify every event or wager that is unauthorized in Nebraska. An event or wager is not authorized merely because it does not appear on this list.

Important wagering restrictions

Nebraska law and Commission requirements prohibit or restrict certain sporting events and wager types. Sportsbooks may not accept wagers on:

  • A collegiate sporting event held within the State of Nebraska in which a Nebraska college or university team is participating; 
  • The performance or nonperformance of an individual athlete participating for a Nebraska college or university team in a single collegiate game or match, regardless of where the event is held; 
  • An in-game wager on a collegiate game or match involving a Nebraska college or university team, regardless of where the event is held; 
  • The performance or nonperformance of an individual athlete under 18 years of age participating in a professional or international sporting event; 
  • The performance of athletes in an individual sporting event excluded by the Commission; 
  • A sporting event in which a majority of the athletes are under 18 years of age; 
  • A minor-league sporting event; 
  • A high school or lower-level sporting event, regardless of the age of any participant; 
  • The injury of an athlete in a sporting event; 
  • An event, market, or wager type whose outcome has already been determined and is publicly known; 
  • A fantasy sports contest; 
  • A pari-mutuel wager, except when separately authorized under applicable Nebraska law; 
  • An event or wager that does not satisfy applicable Commission integrity standards, including requirements for effective oversight, integrity safeguards, and a reliable and independently verifiable outcome; 
  • An event, event category, market, or wager type excluded or restricted by the Commission; or 
  • An event, event category, market, or wager type not authorized by Nebraska law, Commission regulations, Commission approval, approved internal controls, or the current Authorized Sports Wagering Menu.

Sports Wagering Approval Requirements

A sports wagering event category, event, or wager type must be authorized by the Commission before it may be offered in Nebraska.

Commission approval does not override any prohibition or restriction established by Nebraska law, Commission regulations, an approved internal control, Commission order, or the Authorized Sports Wagering Menu.

The Commission may approve, deny, limit, condition, suspend, modify, or revoke its approval of an event category, event, or wager type when necessary to protect wagering integrity or the public interest.

 

Requests for new events or wager types

Requesting Commission Review

Authorized gaming operators and sports wagering services providers may submit a request for Commission review of a sport, governing body, league, event, or wager type that is not included in the current Authorized Sports Wagering Menu.

A request should provide sufficient information for the Commission to evaluate the event and proposed wager, including:

  • The sport, governing body, league, and event; 
  • The proposed wager type or market; 
  • The applicable rules of play; 
  • The method used to determine and verify the outcome; 
  • The source of official data and results; 
  • The governing body’s integrity and disciplinary procedures; 
  • Known integrity concerns or enforcement history; 
  • Participant age and competition level; 
  • The proposed date on which wagering would begin; and 
  • Any other information requested by the Commission. 

Submission of a request does not constitute approval. The event or wager may not be offered until the Commission has issued its approval.
