Jockey David Cardoso, D.O.B. 06/26/1988, appeared before the Board of Stewards on Sunday March 1, 2026 after receiving proper notice, is hereby fined the sum of two hundred dollars ($200) for a violation of Nebraska Racing and Gaming Commission Directive 22-26 (use of a riding crop) for the way the riding crop was misused on #1 Pondicherry in the 9th race at Fonner Park on Saturday February 28, 2026.
Owner/trainer David C. Anderson, d.o.b. 04/16/1955, having waived his right to aformal stewards hearing, after receiving proper notice, has pled "no contest" and found to be in violation of Nebraska Racing and Gaming Commission Rule 18.009, is hereby fined the sum of one thousand dollars ($1,000.00) for being in possession of a needle and syringe in his assigned tack room at Fonner Park on march 6, 2026.
Jockey Agent Danny Moseley, D.O.B. 07/30/1953, having pled "no contest" to a violation of Nebraska Racing and Gaming Commission 9.001.07 is hereby fined the sum of one hundred dollars ($100.00) for entering the horse "Ms Bumblebee" in the wrong race which necessitated the scratch of "Ms Bumblebee" from the 2nd race at Fonner Park on March 13, 2026.
Jockey Belen Quinonez having received written "notice of hearing" is hereby suspended from race riding for three (3) racing days starting Friday March 20, 2026 and continuing through Sunday March 22, 2026 for a violation of Nebraska racing and gaming commission rule 17.002.01 for not maintaining a straight course during the stretch run, causing interference that resulted in the disqualification of #5 "Funtimegirl" from first (1st) to second (2nd) place in the eighth (8th) race at Fonner Park on Friday March 13, 2026.
This suspension does not prohibit Mr. Quinonez from riding in designated races approved by the stewards.

Title number 16-26 (thresholds) is hereby fined the sum of two hundred fifty dollars (250.00) for "Lord Hennessy" testing at a threshold concentration level for furosemide at 171 +/- 16 ng/ml which exceeds the permitted concentration level of 100 ng/mg following the seventh race at Fonner Park on Sunday February 22, 2026.
Groom Alysia M. Perez, D.O.B. 09/21/1978, having waived her right to a formal hearing, and pled "no contest" to a violation of Nebraska Racing and Gaming Commission Rule 3,007.04 (alcohol and drugs) is hereby fined the sum of three hundred dollars ($300.00) for refusing to submit to an alcohol breathalyzer test when requested by NRGC law enforcement investigators at Fonner Park on Friday, March 20, 2026. Furthermore, the NRGC grooms license issued to Alysia M. Perez is placed on probation for the remainder of 2026.
Assistant Starter John Wayne McDonald, D.O.B. 11/30/1998, having appeared before the Board of Stewards for hearing at Fonner Park on March 25, 2026, has been found in violation of Nebraska Racing and Gaming Commission Rules 2001.09 (obnoxious or disturbing the peace) and 18.001 (conduct detrimental to racing). Mr McDonald's NRGC assistant starter license is hereby suspended for forty nine (49) days, starting on Wednesday, March 25, 2026 and continuing through Tuesday, May 12, 2026 for being intoxicated and causing a disturbance at the Finish Line Restaurant at Fonner Park on February 17, 2026. Furthermore, the triennial NRGC assistant starter license issued to John Wayne McDonald valid through 2029 is placed on probation.

Against owner/trainer David Charles Anderson, Mr. Anderson after having been personally notified
of a hearing scheduled for 11:00 a.m. at the Fonner Park stewards office on March 6, 2026, did appear in person and requested and was granted a continuance until April 9, 2026. At that time, Mr. Anderson did appear in person and was not represented by legal counsel.

- David Charles Anderson was issued an owner/trainer license by the Nebraska racing and gaming commission on January 29, 2026, valid through December 31, 2028.
- David Charles Anderson was the trainer of record for the five-year-old mare "goldies claim" on Saturday, February 14, 2026 at Fonner Park.
- David Charles Anderson did enter and race or cause to be entered and raced, "goldies claim", first (1st) place finisher in the sixth (6th) race at Fonner Park on Saturday, February 14, 2026.
- On March 5, 2026, Industrial Laboratories, Wheat Ridge, Colorado, reported in a certificate of
Analysis signed by Petra Hartmann, director - drug test services, that urine sample %48121,
Collected at Fonner Park on February 14, 2026, confirmed the presence of the prohibited substance, albuterol at 1.65ng/ml.
- On March 5, 2026, Dr. David Radechel, state commission veterinarian for the Nebraska racing and gaming commission, issued a report of medication violation, stating that sample tag number %48121, collected from "goldies claim u, first (1st) place finisher in the sixth (6th) race at Fonner park on Saturday, February 14, 2026, trained by David Charles Anderson, tested positive for prohibited substance “albuterol” confirmed in urine at 1.65ng/ml.
- On March 5, 2026, David Charles Anderson requested and was granted a continuance of hearing until the results of the split sample, collected from "goldies claim" was reported. Mr. Anderson chose to send the split sample to Eqias labs, Lexington, Kentucky.
- On April 8, 2026, Eqias labs, Lexington, Kentucky in a “confidential test report" confirmed the presence of albuterol at a concentration of 2.25ng/ml in specimen id e648121.
On March 6, 2026, a search of the tack room assigned to David Charles Anderson by law
Enforcement investigators of Nebraska racing and gaming commission did reveal a needle and
Syringe. The board of stewards subsequently fined Mr. Anderson one thousand dollars for being in
Possession of a needle and syringe as reported in Fonner Park stewards order 2026+on-04. Dated 3/8/2026,
- On April 8, 2026, Industrial Laboratories, Wheat Ridge, Colorado, reported in a ('certificate of analysis" that the prohibited substance "albuterol" was confirmed in the contents of the syringe/needle.

The trainer is the absolute insurer of the condition of horses entered in an official workout or race and is responsible for -the presence of any prohibited drug or medication, or other
Prohibited substances in such horses. A positive test for a prohibited substance, or the presence of permitted medication in excess of maximum allowable levels/ as reported by an official
Laboratory approved by the commission shall be prima facie evidence of a violation of this rule.

The claim of “Goldy’s Lock" from the 6th race at Fonner Park on Sunday March 22, 2026 hereby rescinded pursuant to Nebraska racing and gaming commissions rule 15.002.04 due to a showing that prohibited action occurred. On Friday April 10,2026, the board of stewards at Fonner Park ordered the return of "Goldy’s Lock" to Todd Veerhusen, the owner of record on Sunday March 22, 2026.
Owner/Trainer Richard Dean Bliss, D.O.B. 11/16/1949, after having received proper notice, appeared for hearing before the Board of Stewards at Fonner Park on Friday April 10, 2026. After hearing the testimony and viewing the evidence, the Board of Stewards find Richard Dean Bliss to be in violation of Nebraska Racing and Gaming Commission Rule 18.022 for being in possession of prohibited equipment including a nasogastric tube longer than 6 inches within the enclosure at Fonner Park on Friday April 3, 2026. Richard Dean Bliss shall be and is hereby fined the sum of one thousand dollars ($1,000.00).
Richard Dean Bliss is referred to the Nebraska Racing and Gaming Commission for any further discipline that they deem necessary regarding this matter.
Owner Sean Michael Perry, dob 01/03/1970, telephonically appeared for hearing before the Board of Stewards at Fonner Park and was represented by legal counsel, me Barry Lake who requested a Continuance of the hearing. Pursuant to Nebraska racing and gaming commission rule 6.001(3), Sean Michael Perry's NRGC owners license is hereby suspended pending hearing and final determination of the hearing that is continued from April 17, 2026.
Owner/trainer Isai V. Gonzalez, having waived his right to a formal hearing, and pled "no contest" to a violation of Nebraska racing and gaming commission rule 14,011.01, variance, title number 16-26 (thresholds) is hereby fined the sum of two hundred fifty dollars (250.00) for "sis boom bob" testing at a threshold concentration level for furosemide at 331 +/- ng/ml which exceeds the permitted concentration level of 100 ng/mg following the second race at Fonner Park on Sunday March 29, 2026.

Now on this 17th day of April comes before the board of stewards at Fonner Park the complaint against owner Sean Michael perry. Mr. perry after having been personally notified of a hearing Scheduled for 11:00 am at the Fonner park stewards office did telephonically appear with legal counsel, Mr. Barry K. Lake. At that time Mr. Lake requested and was granted a continuance. On Friday April 24, 2026 the hearing was reconvened. The hearing was recessed and continued on April 28, 2026.
After hearing the testimony and viewing the evidence, the board of stewards enters the following findings, conclusions of law and order.
Findings
Sean Michael perry was issued a Nebraska racing and gaming commission owners license on March 5, 2026 valid through December 31, 2028. Sean Michael perry is the owner of record for the six year old gelding "Rexford". "Rexford" was transported to Fonner Park from Will Rogers Downs in Oklahoma on March 5th to trainer Dave Anderson.
The investigations report from NRGC agent Saul Salinas case #26r303, dated April 10, 2026 stated Sean
Michael perry made inappropriate sexual comments to Deborah Wollesen, Annie Hines, and Kinsey Gaede at the HBPA table under the grandstand. Wollesen owns horses trained by Anderson and Gaede works for Anderson.
The report also states perry made inappropriate comments to a female groom at Anderson’s barn.
Gaede reported the incidents to Anderson who in turn told perry to take his horse and leave that he would no longer train his horse.
"Rexford" was moved to the Schindler racing stables barn, trainer Kyle Schindler.
"Rexford" ran in the "Tondi Stakes" at Fonner Park on Saturday March 21, 2026, finishing 6th.
Sometime after that Schindler and perry had a disagreement on training and jockeys. "Rexford" was transferred to junior Dolphus' stable.
Jeff Schindler "billed" perry for training services for "Rexford" in the amount of $2,365.00. Perry refused to pay.
Schindler complained to the stewards that perry refused to pay his training bill.
On April 8th, a heated dispute between Schindler, perry and the stewards took place in the steward’s office. It was agreed that the foal certificate for "Rexford" would be transferred to trainer junior Dolphus' file and "Rexford" would be allowed to enter.
"Rexford" was entered and raced in the 3rd race at Fonner Park on Saturday April 11, 2026. "Rexford" won the 3rd race.
At the winners circle presentation for "Rexford" after the 3rd race, Sean Michael perry ran into racing official don Frazier, assaulting him with a sharp hit from behind while attending to his work as clerk of scales. Perry continued causing a disturbance using profane language, being obnoxious and loud and taunting jockeys and trainers, in particular jockey Jose medina and trainer Schuyler Condon in front of hundreds of patrons. A confrontation then occurred between perry and
Condon. Frazier contacted NRGC investigator Scott Greenwalt complaining that Sean Michael perry assaulted him after the 3rd race.
After the 3rd race, in the barn area, Fonner park security director, Sharron Dreher, along with NRGC Investigator john Frankenberg, presented Sean Michael perry with a "notice of ejection" ejecting Mr. perry from all property belonging to Fonner Park through December 31, 2026. Perry refused to sign the ejection notice. A report received from Will Rogers Downs security, Claremore, Oklahoma states that Sean Michael Perry was permanently excluded from Will Rogers Downs for yelling profanities and acting Erratically in the mutuel area, winners circle, and parking lot. On March 2, 2026. Perry was advised to have his horse picked up by March 4, 2026. Perry did not list the permanent exclusion on his NRGC license application dated March 5, 2026. On April 24, 2026 the horseman’s bookkeeper at Fonner Park issued checks to Schindler racing stable, Donald Dolphus jr, and Stacey Vanhorn settling Perrys financial obligations for the training of "Rexford" at Fonner Park.
Conclusions of Law
Sean Michael perry making inappropriate sexual comments to Ms. Gaede, Ms. Wollesen, Ms. Hines, and
An unnamed groom is conduct detrimental to racing and is a violation of Nebraska racing and gaming commission rule 18.001 which reads "all persons guilty of any dishonest or corrupt
Practices, fraudulent acts, or other conduct detrimental to racing, including bookmaking or
Touting, committed while within or without any racing enclosure, either a licensee or not, shall be
Ruled off all racing enclosures under the jurisdiction of the commission and it shall be the duty of the stewards and those authorized by them to exclude from all places under their jurisdiction persons who commit such offenses or are so ruled off".

Violation of Nebraska racing and gaming commission rules 18.001 (conduct detrimental to racing) and 2.001.09 which reads "no person shall in any manner, or at anytime, disturb the peace or be obnoxious on the grounds of an association".

Sean Michael perry assaulting a racing official, clerk of scales don Frazier, following the 3rd race at Fonner Park on April 11, 2026 is a violation of Nebraska racing and gaming commission rule 18.001 (conduct detrimental to racing).
The board of stewards at Fonner Park does find owner Sean Michael perry in violation of Nebraska racing and gaming commission rule 18.001 for conduct detrimental to racing for assaulting racing official don Frazier following the 3rd race at Fonner Park on April 11, 2026.
Sean Michael perry being formally ejected from all property belonging to Fonner Park on April 11,
2026 and continuing through December 31, 2026 is pursuant to Nebraska racing and gaming
commission rule 2.001.11 which reads "any person ejected from the grounds of an association shall be denied admission to said grounds until permission for re-entering has been obtained from the association or from the racing commission.

Erratically and using profanities towards guests in the mutuel area and winners circle is a violation of Nebraska racing and gaming commission rule 10.014 which reads "the commission may
Deny or revoke a license to any person who shall have been refused a license by any other state racing commission or racing authority, provided, however, that the state racing commission or racing authority of each other state extends to the state racing commission of Nebraska reciprocal
Courtesy to maintain the disciplinary control. The state racing commission may deny or revoke any license where the holder thereof has violated the rules and regulations of the commission or who has falsified the application of for said license".
The board of stewards at Fonner Park does find owner Sean Michael perry in violation of Nebraska racing and gaming commission rule 10.014 for falsification of his NRGC racing license application dated March 6, 2026 by not listing his permanent exclusion from Will Rogers Downs on March 2, 2026.
